Title: Community Disaster Risk Management — Disaster Management Committee
1. Background:
Disasters, both natural and human-induced, significantly affect vulnerable communities. Strengthening local capacities to prepare for, mitigate, respond to, and recover from disasters is crucial for building resilience. This initiative is part of the 'Restoring Social Services and Climate Resilience' project, funded by the Pakistan Poverty Alleviation Fund (PPAF). The project aims to restore basic social services, enhance climate resilience, improve food security through climate-resilient livelihoods, and build local capacity for climate-resilient planning. It targets 21 villages across UC Bijora and UC Garrho in District Thatta, benefiting 50,000 community members.
2. Objective:
The primary objective of this RFP is to build the capacity of local Disaster Management Committees (DMCs), health professionals at local health outlets, and Community Organization (CO) representatives through eight (8) comprehensive training sessions/events per Union Council (UC), equipping them with the knowledge and skills to effectively manage disaster risks, with a focus on health-related disaster response.
3. Scope of Work:
The selected organization/trainer will:
- Develop a customized training curriculum focused on disaster risk management, emergency health response, and resilience building.
- Conduct 8 interactive training sessions per UC (Bijora and Garrho) — a total of 16 sessions.
- Provide practical simulations, emergency response drills, and group exercises tailored to health professionals and community responders.
- Support the development of localized health-centered disaster management plans in collaboration with DMC members.
- Ensure gender-sensitive approaches and equitable participation.
4. Monitoring and Evaluation:
- Develop pre- and post-training assessments to measure knowledge gained and skills improved.
- Submit a comprehensive report including participant feedback, success stories, challenges faced, and recommendations for future programs.
5. Deliverables:
- Detailed training curriculum and materials.
- Facilitation of 8 training sessions per UC (16 total) across UC Bijora and UC Garrho.
- Attendance sheets, photo documentation, and session reports.
- Final project report, including evaluation data and impact analysis.
6. Proposal Requirements:
- Organizational profile, including relevant experience in disaster risk reduction, health emergency response, and community capacity-building.
- Detailed work plan and timeline.
- Budget breakdown, including facilitator fees, materials, travel, and logistics.
- CVs of proposed trainers/facilitators.
7. Evaluation Criteria:
- Demonstrated experience in disaster risk management, health emergency training, and community leadership development (30%)
- Quality and relevance of proposed methodology and curriculum (25%)
- Cost-effectiveness (20%)
- Capacity to deliver within the proposed timeline (15%)
- Gender-inclusive approach and sensitivity (10%)
